A $14 billion sentence: how did the Treasury push yields lower and ignite gold and Bitcoin in a single session?

Just two days after the highest close in the 30-year yield since 2007, the US Treasury Department announced — before the market opened — that it would double its long-dated Treasury buyback operations. This research measures what the market actually bought from that announcement, constraint by constraint: from the wording at 08:32 to a closing session in which gold and Bitcoin jointly recorded their biggest moves in weeks.

Executive summary

At 08:32 on Wednesday morning, 19 August, New York time — before the opening bell — the US Treasury Department announced that it would raise “at least double” the cap on Treasury Buybacks designated to provide Liquidity Support in the two longest maturity sectors: from $2 billion to at least $4 billion per operation in the 10–20-year and 20–30-year sectors, from 9 September until the end of the Quarterly Refunding cycle on 4 November. Based on the published official schedule, the sentence adds at least $14 billion in purchasing capacity across seven remaining operations — less than the size of one 20-year Treasury auction held the same day, worth $16 billion.

Yet the market moved as if the Marginal Buyer had entered: the 30-year yield fell 9 basis points to 5.19% — only two days after recording 5.31%, its highest close since 2007, as we documented in the long-end breakout research — while the 20-year yield, at the core of the buyback range, fell 11 basis points; the two-year yield was unchanged. In EL7’s price database, spot gold rose +4.35% to $4,523 — its highest close since 29 May — while Bitcoin jumped +7.12% to $69,335, Ethereum rose +17.5%, TLT, an Exchange-Traded Fund (ETFs) for long-dated Treasuries, gained +1.67%, and the S&P 500 rose +0.21%.

The decomposition reveals what the market actually bought: the decline in the Nominal Yield came entirely from the Real Yield, while market-implied Breakeven Inflation remained unchanged at 2.30% — the highest reading in a month. The market priced lower funding costs, without pricing a decline in inflation. This is the price pattern consistent with what market coverage called “Mini QE” — with a crucial distinction we detail: buybacks are funded by Treasury Bills issuance, not by the creation of bank reserves as in genuine Quantitative Easing, QE — and on 24 August CNBC reported, citing two Treasury officials, that funding could partly come from the Treasury General Account, TGA, of about $950 billion, narrowing that distinction if implemented (details in the section “The sentence under the microscope”). On the same day, just five and a half hours later, the Federal Reserve published the July meeting minutes, stating that “many participants” saw tightening as likely if inflation did not ease — producing a rare divergence: Washington’s fiscal and monetary policies pushed yields in opposing directions, nine days before Federal Reserve Chair Kevin Warsh’s first speech at the Jackson Hole symposium.
