The employees’ union at India’s IDBI Bank is preparing a nationwide strike on November 2 and 3, 2026, to protest the privatization plan under which the government selected a Fairfax Financial subsidiary as the strategic buyer of a 60.72% stake in the bank. The United Forum of IDBI Officers and Employees said more than 10,000 employees would take part, demanding cancellation of the proposed sale. The protest comes as Fairfax’s selection remains one step in the transaction process, rather than an announcement that the deal has been completed. Fairfax set the consideration at about 528.78 billion Indian rupees, or around $5.6 billion, at 81 rupees per share. That puts the bank’s ownership and the terms of its transfer at the center of labor and political opposition that also addresses job security.

Alongside halting the sale, the union is demanding that the government retain at least a 51% stake and provide written guarantees on employee benefits and service conditions. Business Standard reported that the union said the government should buy an additional 6% stake to maintain that level. The political argument draws on a 2003 parliamentary assurance, cited by opposition leader Rahul Gandhi, to keep the government’s minimum contribution at 51%. But the proposed sale structure includes 30.48% of the government’s stake and 30.24% of Life Insurance Corporation of India’s stake, for a total of 60.72%. After the sale, the government will retain a 15% stake and the corporation a 19% stake, according to published details of the deal. The Finance Ministry said the remaining stakes would allow the government and the corporation to benefit from any future increase in the bank’s value after its restructuring.

Fairfax valued its offer at 81 rupees per share, equivalent to a premium of about 23% to IDBI Bank’s book value on June 30, 2026. The Finance Ministry said the competitive process did not use a predetermined reference price, and that the reference price of 75.99 rupees per share was set by two independent professional agencies. The ministry added that the winning bid exceeded both the reference price and the fair value estimates prepared by the agencies. In a subsequent clarification, it said the indemnity related to disputed taxes involved a contingent liability of 627 crore rupees, while the discovered bid price increased the transaction value by 3,917 crore rupees. It said the initial bidding round took place in fiscal year 2025-26, and that the Department of Investment and Public Asset Management’s guidelines were indicative internal guidance that allowed for adaptation to complex transactions. The employees’ objections over ownership and guarantees thus intersect with an official debate over the valuation mechanism and sale terms.

The bank is being contested after an improvement in its earnings: net profit rose 27% to 9,513 crore rupees in fiscal year 2025-26, compared with 7,515 crore rupees in the previous year, Business Standard reported. The plan to sell the stake dates to 2022, but an earlier attempt was halted in March after bids came in below the price the government expected, according to Reuters. New Delhi first floated the idea of reducing its stake in the bank to below 50% in 2016, according to Reuters Breakingviews. Fairfax is proposing a broader plan than a share purchase, offering to transfer its stakes in Go Digit Life Insurance and Go Digit General Insurance to IDBI, along with Fairfax India’s stake in IIFL Capital Services. The company says the plan aims to bring banking, insurance, investment and wealth management under the bank’s umbrella. In market data recorded by EL7, the ticker frfhf closed at 1792 on October 30, 2026.

The deal remains conditional on completing the sale process and obtaining government, regulatory, shareholder and bondholder approvals, among others. Fairfax said its selection does not represent the final stage of the sale process and that no definitive binding agreements have been signed so far. The buyer must also submit its details to the Reserve Bank of India and present a roadmap for complying with the prescribed regulatory conditions. Fairfax announced that a replay of its conference call on the transaction, held on October 15, 2026, will be available until 5:00 p.m. Eastern Time on November 12, 2026. Between the planned strike and the review by relevant authorities, the proposed transfer of the stake remains subject to completion of those procedures.
