Oracle announced a $1 billion commitment over the next 4 years to support its partner ecosystem, according to a summary of a statement published by PR Newswire on October 23, 2026. The company said the funding is intended to help partners capitalize on customer demand for AI-powered solutions and services. The announcement gives partners a 4-year framework to expand their capabilities to develop and deliver these solutions. It comes as Oracle’s cloud business has grown rapidly, with demand for AI services rising. Supporting its partner network is part of the company’s response to that demand, by expanding opportunities to develop solutions, build expertise, and provide the technology and services needed for business transformation.

Oracle identified three opportunity areas targeted by the investment: developing innovative solutions, building specialized expertise, and providing the technology and services customers need to support business transformation and improve outcomes. This puts partners in a position to develop capabilities suited to customer needs, while expanding the services they provide in transformation projects. The announcement summary does not specify how the amount will be allocated among these areas or among partners. But Oracle’s partner program already provides operational and commercial tools to support these activities, from training and enablement to marketing collaboration, technology accelerators, and customer success support. Participation tiers allow companies to choose the scope of their collaboration and access program benefits based on the tier they join.

Program benefits include funding for business and technical assessments, presales support for cloud infrastructure services, as well as joint account planning and co-selling. Eligible partners can also apply for funding through the “Oracle Migration Accelerator,” which is tied to projects moving systems to the company’s services. Resources vary by participation tier: Level 2 includes 125,000 Oracle Partner credits and 100 advanced training seats. Level 3 includes 750,000 of those credits and 500 advanced training seats. These resources combine training, funding, and commercial support, tools the company says help partners build expertise and deliver the services customers need.

The new commitment comes as Oracle’s cloud business expanded in the first quarter of its fiscal 2027. The company said cloud infrastructure revenue rose 121% to $7.4 billion, while total cloud revenue increased 62% to $11.6 billion. It added that customer demand for AI training and inference services exceeded supply, and that it signed additional contracts for those services worth more than $30 billion during the quarter. Remaining performance obligations rose to $664 billion, an annual increase of $209 billion. The company also said it had delivered more than 300,000 graphics processing units to AI cloud customers since the end of the fourth quarter, at nearly three times the capacity delivered in the fourth quarter of fiscal 2026.

The expansion of partner support accompanies Oracle’s infrastructure investments, with free cash flow at negative $5 billion in the first quarter as spending continued to support growth in the business. The company said it completed a $20 billion sale of common stock during the quarter, before commissions, through an at-the-market offering program, as part of its previously announced plan to fund investments. Oracle shares closed at $125.54 on October 22, according to EL7 data. The company is scheduled to host its Oracle AI World conference in Las Vegas from October 25 to 28, 2026. The partner schedule begins with a success summit for executives on October 25, followed by a session on October 27 on turning AI demand into revenue through Oracle Marketplace and systems integrators; the company also set December 14 as the date for announcing second-quarter fiscal 2027 results.
