About This Indicator

4 questions

Core PCE Prices QoQ tracks the quarterly change in the Personal Consumption Expenditures Price Index Excluding Food and Energy. It is expressed at an annualized rate and appears in the gross domestic product (GDP) release. The Bureau of Economic Analysis (BEA), a U.S. Commerce agency, builds it in the National Income and Product Accounts for resident households and nonprofits.

It covers purchases at market prices including taxes and about 2/3 of final demand. It shows underlying inflation and is watched by the Federal Reserve. It is not the Consumer Price Index, nor production or import prices, and restaurant meals stay in core.

It covers the 3 calendar months of the quarter. The advance estimate uses incomplete source data, with the third month for goods from the Advance Monthly Retail Sales report and some items from trend. Advance comes late in the first month after the quarter, second in the second month, and third in the third month at 8:30 a.m. Eastern.

The release shows real GDP growth, current-dollar GDP, the purchases price index, headline PCE, and income. Profits arrive with the second vintage and industry detail with the third. Each vintage revises the prior as data complete.

Annual updates each September revise at least 5 years. Benchmark updates arrive about every 5 years with a technical note, tables, and a source data file.

Core moves with what stays in, since volatile groceries and energy are removed.

  • Excluded food: groceries for off-premises use, removed for sharp and frequent swings; restaurant meals stay in core.
  • Excluded energy: gasoline, other fuel goods, and electricity and gas utilities, removed for the same volatility.
  • Durable goods: long-lived goods lasting 3 years or more, such as vehicles, furnishings, and recreational goods, sensitive to rates and credit.
  • Other nondurable goods: short-lived goods under 3 years excluding food and fuel, such as clothing, footwear, and pharmaceuticals.
  • Services excluding energy utilities: the largest part, including housing excluding utilities, health care, transport, recreation, restaurants, finance and insurance, plus nonprofit consumption.

On March 28, 2024, Q4 2023 core was 2.0%, headline PCE 1.8%, the purchases index 1.9%, and real GDP growth 3.4%. On May 30, 2024, Q1 2024 core reached 3.6% after 3.7% in advance, headline 3.3%, the purchases index 3.0%, and growth 1.3%.

Growth thus slowed from 3.4% to 1.3% while underlying inflation accelerated from 2.0% to 3.6%. Core ran above headline, so excluded food and energy dragged the average down. The advance-to-second revision cut 0.1 point from each price gauge as fuller data arrived.

  1. Current-dollar spending: Build detailed spending from output, imports, and exports in benchmark years, with housing and nonprofit parts estimated directly. Other periods use retail and services surveys.
  2. Detailed prices: Derive each part's price index mostly from Bureau of Labor Statistics (BLS) consumer and producer indexes (CPI/PPI). Get quantities by dividing spending by its price index with 2017 set to 100.
  1. Fisher aggregation: Combine details with the Fisher chain formula, the geometric mean of Laspeyres and Paasche changes using the 2 adjacent quarters. Chain the result to prior quarters with 2017 set to 100.
  2. Seasonal adjustment: Use adjusted source data where available, otherwise test with X-13 ARIMA software using concurrent factors. Sum adjusted details for the total, check leftover seasonality, and re-estimate factors for the most recent 5 years.
  1. Annualize: Convert the quarterly change with ((this quarter / last quarter)^4 minus 1) x 100.
  2. Illustrative example with invented numbers: If the index rises from 120.00 in Q3 to 121.00 in Q4, the quarterly gain is 0.833%. Annualized, (1.008333)^4 minus 1 equals 3.375%, published as about 3.4% at an annual rate.

Key point

Core PCE is not the Consumer Price Index minus food and energy. Scope covers third-party health care and nonprofits, and quarterly Fisher chaining differs from a fixed basket. Restaurant meals stay in core.
