Trade Balance

The indicator is officially Trade Statistics of Japan, with Balance as exports minus imports. It is published by the Ministry of Finance (MOF Japan) as a census of every goods declaration to Customs. It covers general-trade goods, including re-exports and re-imports, unlike Special Trade Statistics. It excludes services and balance of payments and current account concepts.

Headline tables show no seasonally adjusted movement. Exports use final destination and imports use origin country, in 1,000 yen rounded down. Zero is the only threshold, with positive as surplus and negative as deficit. There is no target band or healthy level.

Provisional data appear about 2 to 3 weeks after month end at 8:50 AM Tokyo time. Detailed data follow later at 9:30 AM with fuller commodity and country splits. Provisional covers the first estimate, while Detailed adds exports detail with 9-digit Provisional imports. Flashes cover days 1 to 10 and days 1 to 20 of each month.

Half-year, calendar-year from Jan to Dec and fiscal-year from Apr to Mar totals follow the same rules. Exports belong to the month the ship or aircraft leaves a Japanese port. Imports belong to the month of the import permit date. Dates follow the annual Calendar, which is provisional and changeable by notice.

Revised data appear each March and Fixed data each November of the following year. Fixed data never change after release, and imports Detailed follows one month later. Each release shows grand totals, area splits, Principal Commodity groups, Indexes of Trade and Seasonally Adjusted Values.

The balance moves with Principal Commodity groups and partner geography.

• Transport Equipment: motor vehicles and cars, the largest export driver.
• Machinery: includes semiconductor machinery in exports.
• Electrical Machinery: semiconductors and ICs for export, plus phone sets for import.
• Chemicals and Manufactured Goods: includes iron and steel in both directions.
• Mineral Fuels: petroleum, LNG and coal, the dominant import driver and deficit lever.
• Foodstuff, Raw Materials and Others: food weighs on imports, while others include scientific and optical instruments.

January 2023 Fixed data showed a record deficit of ¥3,538,860m. Exports were ¥6,550,041m, up 3.5%, and imports were ¥10,088,901m, up 17.6%, while the deficit grew 57.3%. The deficit widened though exports grew because import growth was faster. Mineral fuels led at 29.8% of imports, up 46.4%.

Transport equipment at 20.1% of exports, up 9.2%, could not offset fuel. January is partly explained by holidays that cut exports, since headline data omit seasonal adjustment. The record moved with revisions from Provisional to Fixed vintages. Calendar 2022 brought a record deficit of ¥20,329,541m after imports grew 39.6% against 18.2% for exports on fuel pressure.

1. Collect declarations: gather every export and import declaration to Customs with no sampling.
2. Value shipments: price exports FOB and imports CIF in 1,000 yen rounded down.
3. Attribute timing and partners: assign exports to departure month and final destination, and imports to permit month and origin country.
4. Sum and balance: total exports and imports, then subtract imports from exports. For example, exports of ¥8,000,000m and imports of ¥9,500,000m give a deficit of ¥1,500,000m.
5. Year-on-year change: compare each item with the same term in the prior year. These steps are pure census aggregation with no seasonal adjustment.
6. Seasonal adjustment: run separate X-12-ARIMA estimates for exports and imports over a 120-month window. Then subtract adjusted imports from adjusted exports. Recompute each month and review the method around March.
