Claimant Count Change

Claimant Count Change is the month to month move in the United Kingdom Claimant Count, reported in thousands. The Claimant Count is a census of live jobless benefit claims from Department for Work and Pensions records. The Office for National Statistics publishes it in the monthly jobs bulletin.

It differs from International Labour Organisation unemployment, a household survey gauge, because benefit rules exclude groups such as most students. Universal Credit rollout has shifted who is counted, so the series can move even when underlying joblessness is steady. The publisher gives no target and no threshold, so reading is purely directional.

The count records claims live on a fixed day each month. Records are extracted after a pause for validation and interview checks. Results appear in the morning in the Labour market overview, part of the monthly jobs release.

The release also carries pay, employment, vacancies and public sector jobs data, with detailed Claimant Count tables on Nomis. Each first published figure is provisional and open to revision as records are updated. Adjusted figures are revised with new data and in a wider yearly review.

A rise means more people claimed jobless benefits, while a fall means fewer did. The tradable surprise is actual versus expected change in thousands. Markets watch the surprise for hints on pay, policy and hiring.

Moves come from entries to the system, exits from the system and shifts in benefit rules. Eligibility rules can move the count alone, so it is not the same as unemployment.

• Jobseeker's Allowance claimants: the older benefit leg, measured as live claims on the count day.
• Universal Credit searching for work claimants: people required to seek work, the leg affected by rollout.
• Clerical claims: live claims held off computer, collected from Jobcentres, under 0.2% of claims, in headline totals only.

Policy shifts can widen or narrow the counted group without any change in joblessness. The count works as a proxy for joblessness, most useful across small areas where survey estimates are volatile.

1. Level: count every claim live on the count day across both benefit groups plus clerical cases.
2. Gap filling: missing postcodes are filled by donor imputation from similar claims at the same Jobcentre, then mapped to local areas.
3. Seasonal adjustment: live claims in each region by sex are adjusted, and regional and national totals sum those adjusted parts.

1. Change: subtract the prior adjusted level from the later adjusted level and publish the gap in thousands.
2. Rate: divide the count by the count plus Workforce Jobs, a yearly jobs base, and multiply by 100 to give a percentage.
3. Worked example: an adjusted level of 1800000 after 1772000 gives +28000 shown as +28.0k; with a base of 40000000 the rate is 4.5%.
