Core Inflation Rate YoY

Core Inflation Rate YoY measures price change versus the same period one year earlier for the EU basket excluding energy, food, alcohol and tobacco. Eurostat, the statistical office of the European Union, compiles it within the Harmonised Index of Consumer Prices, a gauge for comparing inflation across Member States. The EU aggregate, called the European Index of Consumer Prices, averages price moves across 27 Member States by spending shares. It covers household spending on each territory, including visitors, and is not headline inflation, the euro area gauge or a cost of living gauge.

Prices are collected across at least one working week at or near the middle of the reference period. Collection runs longer for volatile products and records purchasers prices actually paid. The flash covers the euro area only around the close of the reference period, while EU core arrives in the full release.

The full release appears 15 to 18 days after the close of the reference period on Luxembourg time. Each full release also shows headline rates, main aggregates, contributions in points, country and item weights, plus constant tax and administered price datasets. Figures are final and not seasonally adjusted, provisional marks are finalised in the following release, flash gaps are not revisions and missing data use estimates.

Core moves with services and manufactured goods, since energy and all food, alcohol and tobacco sit outside the basket. The basket splits into two blocks whose weights are revised each year and expressed per 1000 of covered spending. Together they sum to a core weight of 695.24 per 1000, so services dominate the signal and goods add the remainder.

• Services, 431.65 per 1000: captures recreation, hospitality, transport, communications, rents, health, education and other services, the largest and most persistent block.
• Non-energy industrial goods, 263.59 per 1000: captures clothing, footwear, furnishings, appliances, vehicles, electronics, pharmaceuticals and other manufactured goods for household use.
• Excluded: energy, food, alcohol and tobacco sit outside core, so broad moves here signal persistent pressure rather than volatile shocks.

• Elementary indices: Within each product outlet cell, combine prices as the ratio of geometric averages, which limits outlier influence.
• Sub-index weights: Weight each consumption category by its spending share per 1000 from national accounts, adding newly significant products.
• Price-updating and Laspeyres-type aggregation: Revalue those shares to the prices of the annual reference point using relative price moves. For each period, average elementary price changes with those weights against the annual reference point.
• Annual chain-linking: Multiply the prior reference level by the new link to extend the long series as one continuous index.
• European aggregate: Average national price moves by country spending shares, treating the euro area as one block then adding others.
• Annual rate: Divide the index by its level 12 months earlier, subtract 1 and multiply by 100, without seasonal adjustment.
