The EU Unemployment Rate measures joblessness across the European Union as a harmonised monthly share. It comes from Eurostat, the statistical office of the European Union, using the European Union Labour Force Survey (EU-LFS), a large household sample survey. It covers residents in private households aged 15-74, with age 16-74 in Spain and Italy. A person counts as unemployed under ILO rules only without any paid work, available within two weeks and seeking work in the past 4 weeks.
