Employment Change YoY

Employment Change YoY is the yearly percent change in persons employed in the European Union. Persons means employees paid by a resident employer plus self-employed owners working in unincorporated firms. It uses the domestic concept, work in resident production units, so cross-border and seasonal workers count. Age or residence do not limit coverage, and each person with several jobs counts once in the principal job. Eurostat, the statistical office of the European Union, compiles the EU aggregate covering 27 states under the European System of Accounts. It is not the Labour Force Survey share of residents in work in a fixed age band, and not unemployment. It is not a euro-area only figure, not hours worked and not jobs, which are separate companion measures. It is a volume growth rate, so a positive value means more persons than the same quarter a year earlier.

The reference period is the calendar quarter, with dates pre-announced in the quarterly accounts calendar in Europe/Luxembourg time. Member states send quarterly persons data by t+2, and Eurostat builds the EU aggregate within days of receipt. Each quarter brings four scheduled touches. GDP flash arrives near day 30, and GDP plus employment flash arrives near day 45 from limited country data. The full release near day 65 adds country detail, hours worked and industry detail, then a database update follows near day 110. Flash covers only total persons and revises no back data, while the day 65 release revises earlier quarters and can change again at day 110.

Total persons move when employees, self-employed, hours or industry jobs shift across 27 states.

• Total persons, domestic concept: everyone working in resident units, counted once in the principal job.
• Employees: people working by agreement for another resident unit for pay.
• Self-employed: sole or joint owners working in unincorporated firms, adding with employees to the total.
• Hours worked: total hours actually worked, so part-time shifts can split it from headcount.
• Jobs: contracts between persons and resident units, sent voluntarily and left out of flash.
• Industry detail: industry groups in full releases only, while flash shows only the total.

Read it with GDP as labour input consistent with output and income in national accounts. Small positive values signal continued expansion, while negative values signal fewer persons than a year earlier. No target or threshold line is published, so direction comes from the sign alone.

• Country persons: each state compiles persons employed from its own base data and sends raw plus adjusted levels to Eurostat.
• EU aggregate: Eurostat builds the EU total by indirect compilation, adding adjusted country headcounts in thousands of persons.
• YoY formula: YoY percent equals 100 times the level minus its year-ago level divided by the year-ago level. For illustration, 219.1 million against 218.0 million a year earlier gives about 0.5%.
• Adjustment basis: YoY uses non-seasonally adjusted levels, while quarter on quarter uses seasonally adjusted data.
• Levels: levels appear in thousands or millions of persons, with index and share views scaled at 100.

Do not mistake it for the Labour Force Survey rate, the share of residents in work, or for unemployment. It is EU domestic employment in resident units, with YoY from raw data and quarter on quarter from adjusted data. Do not use a euro-area figure for the EU, and do not read a quarter on quarter rate as an annual rate.
