Employment Change QoQ

EU Employment Change QoQ (quarter-on-quarter, change versus the previous quarter), officially quarterly employment growth, measures total EU employment in persons. Eurostat, the statistical office of the European Union, compiles it under the European System of Accounts for quarterly national accounts. It covers employees plus self-employed in resident production units, called the domestic concept, each calendar quarter for the EU aggregate only, not the euro area. It is a growth rate in percent, not a level, read with GDP, the output measure, for labour productivity (GDP divided by employment).

The reference period is the calendar quarter, with regular national transmissions due at (T+2). Voluntary flash inputs arrive at least 1 working day before publication. Flash estimates, the early estimates, appear at around 45 days (t+45), while regular estimates, the comprehensive estimates, appear at around 65 days (t+65). Database updates follow at around 110 days (t+110), while the GDP flash (t+30) excludes employment and dates stay provisional until weekly calendar confirmation.

Each release gives the calendar day only, publishes GDP, Member State rates, employment levels and productivity together, and revises earlier quarters with a revisions table. Coverage depends on reporting states, with missing data estimated and subsequent updates completing the picture.

The EU rate is a weighted average with no fixed internal weights, so national results and regular-only detail shape interpretation.

• National contributions: weighted Member State growth rates that aggregate into the EU total.
• Hours worked: total hours behind persons employment, published only in regular estimates.
• Employees vs self-employed: contract split behind total persons, published only in regular estimates.
• Industry breakdowns: sector activity splits behind total persons, published only in regular estimates.

In one published quarter, EU employment rose 0.2% from the prior quarter (euro area 0.3%). It was up 1.2% from a year earlier and 1.3% over the full year. Seasonally adjusted EU employment reached 239.8 million people, the highest level ever recorded. It was up 15.7 million from the post-crisis trough, in a 28-member aggregate including the United Kingdom.

Estonia (1.7%), Finland and Sweden (0.8%) as well as Spain and Slovenia (0.7%) grew fastest. Poland (-1.2%), Latvia (-0.6%) and Bulgaria and Italy (-0.2%) shrank, so the EU average hid national contraction. GDP slowed to 0.3% while employment hit highs and productivity turned negative, showing employment can lag output.

1. Collect inputs: Member States send quarter-on-quarter rates adjusted for seasonal and calendar effects and unadjusted rates versus a year earlier. Inputs arrive at least 1 working day before publication day.
2. Fill gaps for missing countries: All missing countries are assumed to have the weighted growth rate of reporting countries.
3. Aggregate with employment weights: Eurostat averages national growth rates using each country's share of EU annual employment in persons. Weights use y-2 annual data for the first two quarters and y-1 data for the final two quarters.
4. Build levels and publish: Apply the EU rate to the available level to get the new quarter level for the news release and database. Example: weights 50%, 30% and 20% with rates 0.4%, 0.1% and -0.2% give 0.19%, rounded to 0.2%, and 200.0 million times 1.0019 equals 200.38 million.
