Kremlin Confirms Trilateral Ukraine Talks in Abu Dhabi on November 10 and 11
Key Facts
The Kremlin confirmed that Russia, Ukraine and the United States will hold trilateral peace talks in Abu Dhabi on November 10 and 11, 2026, resuming a diplomatic track brokered by Washington. Kremlin spokesman Dmitry Peskov said Russian President Vladimir Putin’s aide Vladimir Medinsky would head Moscow’s delegation as its chief negotiator. The United States is expected to be represented by envoy Steve Witkoff and Jared Kushner, according to a senior US official cited by Reuters. Witkoff said the agenda includes postwar security arrangements, de-escalation, humanitarian aid and ending the war. The round sets a date for the talks, while Moscow and Kyiv remain far apart on the terms of any potential peace deal.
The United States is bringing the delegations together and mediating the talks, according to a US official cited by Reuters, while Abu Dhabi is hosting the meeting. Moscow’s confirmation follows remarks by Ukrainian President Volodymyr Zelenskyy that Kyiv expects the trilateral meeting at the team level to resume on November 10 and 11. Zelenskyy said he hopes the teams’ talks will pave the way for a leaders’ meeting to address core issues related to peace and security. He said on October 28 that Ukraine expected the meeting to be held in Abu Dhabi by November 10, and that he had discussed coordinating positions with European partners with the Dutch prime minister. This reflects Kyiv’s effort to involve Europe in the peace process and ensure its position is taken into account.
Alongside preparations for the Abu Dhabi round, team-level meetings involving the United States, Europe, NATO and Ukraine are being held in Brussels. Zelenskyy said those meetings would discuss reconstruction packages and security guarantees, while a US official said the working talks would include representatives from France, Germany, Britain, the European Union and the alliance. The Brussels agenda, according to the official, covers guarantees for Ukraine’s security, the European security framework and support for the country’s reconstruction. Zelenskyy also said on November 3 that the Brussels meeting scheduled for the following day would bring the teams together as preparations continued for the Abu Dhabi meeting. The consultations place security and reconstruction issues within the broader talks, alongside the subjects Witkoff identified for the Abu Dhabi round.
The last US-mediated peace talks took place in February, before the war between the United States, Israel and Iran broke out, according to Reuters. At the previous trilateral round in Abu Dhabi on February 4 and 5, Russia and Ukraine agreed to release 157 prisoners of war from each side, according to Ukraine’s National Security and Defense Council. The council said it was the first exchange in five months. The previous round’s discussions included ways to implement a ceasefire and monitor the cessation of military activity, and the delegations agreed to report back to their capitals and continue the talks. The next round will be preceded by the Brussels meeting scheduled for the day after Zelenskyy’s remarks on November 3, followed by the resumption of trilateral talks in Abu Dhabi on November 10 and 11.
