Binance Expands Withdrawals at 04:00 UTC as 95% of Affected Tokens Are Recovered
Key Facts
Binance said it began a new phase of reopening withdrawals at 04:00 UTC on November 3, 2026, expanding asset availability after a breach affected its hot wallets. The platform said reopening would take place gradually, with assets made available in sequence after security and readiness checks were completed for each one. This means the start of the phase does not make all assets available for withdrawal at the same time. Binance said it would continue reopening withdrawals and strengthening security safeguards as work progressed. It also said deposits remained open and were unaffected by the withdrawal reopening.
In a separate indication of user activity, Binance said in a post on X on November 3 that hourly deposits exceeded withdrawals, attributing this to improved user activity and stabilizing flows. A Reuters report on November 2 quoted the company as saying it had recorded $2.7 billion in customer inflows since Sunday. That figure covers the period through the November 2 report and is not a reported figure for flows on November 3. Reuters also quoted Binance as saying most withdrawals from the platform were in USDT. In separate remarks at Hong Kong FinTech Week on Tuesday, co-CEO Richard Teng said the initial wave of withdrawals had eased.
Teng added that 95% of the affected tokens had been returned to reserves as of November 3, describing the situation as "largely back to normal." He said the company was in "a very strong financial position." Binance said in an update issued on October 30 that its hot wallets had been breached at around 20:05 UTC on October 29, with estimated losses of $6.3 billion in tokenized assets. In a Reuters report, the company said it would absorb the financial impact of the stolen funds rather than pass it on to users. Binance said on November 1 that the first phase of reopening withdrawals would begin between 06:00 and 09:00 UTC, with assets and networks restored gradually.
Binance said the ordering of assets in the new phase was based on user demand over the previous week, and that the restoration of each network and asset pair was subject to security checks. This expanded availability follows the company’s report that hourly deposits exceeded withdrawals, while service recovery remained gradual. Against the backdrop of market activity, a Reuters report said bitcoin recovered over the weekend to trade above $77,000 on Monday, November 2, after reaching a six-week low on Friday. Binance also launched a community appreciation campaign on November 2, offering fee refunds and rewards to eligible users through November 21. The company said it would continue reopening withdrawals, strengthening safeguards and publishing updates as work progressed.
