Eurex Clearing said in an official statement published by Deutsche Börse on 2 November 2026 that it would integrate digital-native instruments into its existing clearing system under one framework, one set of rules and one risk model. The company said the structure would include issuances from the European Stability Mechanism, which would be tradable on Eurex Repo and eligible as margin collateral at Eurex Clearing. Eurex said bringing traditional and digital instruments together aims to preserve liquidity, avoid market fragmentation and support a secondary market for digital instruments. This allows clients to access the digital system through the clearing relationship and infrastructure they already use. The initiative thus connects trading in digital instruments with margin collateral and clearing services within the group’s existing infrastructure.

Eurex sums up its design as “one clearing framework, one set of rules, one harmonised risk model.” According to the company, this approach means incorporating digital instruments into a system already in operation rather than assigning them to separate clearing channels. The company aims to pool liquidity by unifying the framework, which it says helps avoid market fragmentation. Supporting a robust secondary market for digital instruments is also a stated aim of the initiative. The announcement did not specify a launch date for the hybrid clearing model or a timetable for introducing the instruments covered.

The clearing initiative is part of a broader effort within Deutsche Börse Group to digitise post-trade services through Clearstream. The cycle linked to the digital infrastructure covers issuance, settlement, custody and the reuse of collateral. Clearstream said its digital infrastructure is designed to cover the full securities lifecycle, from issuance, distribution, settlement and custody to asset, liquidity and financing services. Its custody operations and market connections provide an existing base for adding digital services to traditional market processes. According to its 11 June 2026 announcement, Clearstream holds assets worth 22 trillion euros and connects 60 markets worldwide.

The clearing announcement followed European developments in the settlement of digital securities. On 26 October 2026, the Bundesbank, Clearstream and the European Stability Mechanism announced the settlement of the first digital bond issuance by a European supranational issuer through the Bundesbank’s Pontes platform. The announcement described the step as a move for European digital financial infrastructure from pilot projects to live operations. The ESM’s first benchmark digital bond was worth 1 billion euros, according to the Bundesbank. The Eurosystem began operating Pontes on 21 September 2026 to settle wholesale tokenised asset transactions in central bank money.

The move also comes amid efforts to broaden the eligibility of digital assets within European financial infrastructure. On 27 January 2026, the European Central Bank said tradable assets issued through distributed ledger technology services at central securities depositories would be accepted as collateral for its credit operations from 30 March 2026. Acceptance remains subject to the bank’s existing eligibility and collateral management criteria. The step gives eligible assets a role in central bank credit operations, alongside trading and settlement. In September, Christine Lagarde said the Eurosystem would continue working “in close cooperation with the market” to develop a more integrated, innovative and resilient European financial market in the digital age.

At the infrastructure level, Clearstream said on 11 June 2026 that the key components of its digital securities infrastructure would enter service in stages during 2026 and 2027, subject to regulatory approvals. The announced timetable extends beyond the current year, while Eurex’s announcement did not link the launch of hybrid clearing to that schedule. The Eurosystem, meanwhile, expects Pontes to be fully implemented by 2028, according to the ECB. The bank said the platform’s features and operating hours would be added gradually. These timelines place digital clearing within a broader European development path spanning the settlement of tokenised assets and post-trade services.
