Commerzbank’s additional capital requirement cut by 5 basis points to 2.10% in 2027
Key Facts
The European Central Bank cut Commerzbank’s Pillar 2 capital requirement by 5 basis points to 2.10% of total capital for 2027, according to the bank’s disclosure published via EQS News. At least 1.18% of the requirement must be met with CET1 capital. The Supervisory Review and Evaluation Process, known as SREP, decision replaces the previous decision from January 1, 2027. The Pillar 2 requirement applies to the bank on a standalone basis and is added to other regulatory requirements. Chief Executive Bettina Orlopp said the cut for a second consecutive year reflects the strength and stability of the bank’s business model.
The new cut is smaller than the adjustment to the 2026 decision, when the Pillar 2 requirement was reduced by 10 basis points to 2.15% of total capital. At least 1.21% then had to be covered by CET1 capital, compared with a minimum of 1.18% in the 2027 decision. The overall requirement therefore falls by a further 5 basis points between the two decisions. The comparison shows that the new change extends the easing of the requirement, but by less than the previous cut. The bank said the new decision takes effect at the start of 2027.
Based on the bank’s calculation as of June 30, 2026, the capital threshold that could constrain distributions, or the MDA threshold, is 10.26% of risk-weighted assets after the new SREP decision takes effect. That is a decline of 0.03 percentage points from the threshold calculated under the previous decision. On the same date, the actual CET1 ratio was 14.4%, against the bank’s target of 13.5% under its Momentum strategy through 2030. Orlopp said a comfortable buffer above the MDA threshold supports the bank’s ability to continue financing growth. She added that profitable growth and risk management discipline remain central to that ability.
Orlopp said the bank is in a strong position to continue providing reliable financing for growth while maintaining its policy of returning capital to shareholders. The disclosure does not specify a particular use for any additional capital headroom, but links the bank’s position to its buffer above the MDA threshold and its existing capital return policy. Alongside its capital requirements, the bank kept its additional leverage requirement related to excessive leverage risk at 0.1%. The total required leverage ratio was 3.1%, while the actual ratio was 4.3% in June 2026. The bank said the actual ratio therefore exceeded the required level.
The requirements announcement comes ahead of the European Central Bank Governing Council’s monetary policy meeting in Frankfurt on October 28 and 29, with the press conference scheduled for the second day. The next Survey of Professional Forecasters is provisionally due to be published on October 30, covering euro zone inflation, growth and unemployment expectations. Commerzbank will then report third-quarter 2026 results on November 5. These dates are upcoming milestones for tracking central bank decisions and the bank’s financial results after the 2027 requirements announcement. EL7 data showed CRZBY shares closed at 41.4 on October 26, 2026.
