Binance to Restrict Products in Brazil From October 27, Keep Balances Withdrawable
Key Facts
Binance will begin restricting products for residents of Brazil on October 27, 2026, according to the company’s support page. Users can continue trading tokens announced for delisting in the Brazilian market until that date. Afterward, balances will remain in their accounts and can be withdrawn or reinvested, Binance said. The changes also cover financing, margin and derivatives, with different rules for existing positions in each. The company said the measures are part of implementing local rules for virtual asset services.
For existing loans contracted with Binance ADGM, users will be able only to repay their positions starting October 27. Binance said the restriction would not result in fees or penalties for borrowers. Once repayment is complete, any remaining balance will be deposited into the Spot wallet. The company has not specified a date for closing existing margin positions with the same entity. But from that date, it will prohibit opening new margin orders, transferring funds into those positions or borrowing more.
Binance said it does not offer derivatives and futures products to residents of Brazil. Users with existing positions can voluntarily transfer them to a separate international account with Binance’s entity in the Abu Dhabi Global Market and then trade under that account’s terms. Those who leave their positions in the Brazilian account will be able to reduce or close them, but not open new positions. The company said residents cannot simply use the international account. Those who do not wish to move to the local account can withdraw their assets and end their relationship with the platform before October 27.
By October 29, 2026, users in Brazil will move to individual payment accounts with Binance Brasil Corretora de Câmbio e Valores Mobiliários, the company said. BBrasil Sociedade Prestadora de Serviços de Ativos Virtuais will provide the virtual asset services permitted under regulations. Binance said the website and app will continue to work as before after the transition. It also said custody of digital assets will remain with Nest Clearing and Custody Ltd., registered with Abu Dhabi’s regulator FSRA under number 000007529. Separating payment accounts from virtual asset services is part of a restructuring of the company’s local entities.
Resolution 520, issued by Brazil’s central bank on November 10, 2025, sets rules for establishing and operating virtual asset service providers. It also governs the provision of those services by other institutions authorized by the central bank. Resolution 521 amended Resolution 277 to include international virtual asset payments and transfers in Brazil’s foreign exchange market. The main provisions cited began to apply on February 2, 2026, while other reporting provisions took effect on different dates. Binance said Resolutions 519, 520 and 521 do not create a new tax on cryptocurrencies, and that taxes remain subject to separate laws and regulations issued by the Federal Revenue Service.
In another regulatory step, Binance will require individual and corporate users, starting November 1, 2026, to specify the purpose of transfers when sending virtual assets to non-residents or receiving them from non-residents. Required information includes the counterparty’s identity and the nature of the relationship, and the rule also applies to transfers to a user’s own account on a foreign platform. The company said it will report data on these transactions to the central bank monthly. Transfers between residents of Brazil are not affected by these requirements. For user-owned self-custody wallets, users will not need to specify the purpose of the transfer, but they must confirm ownership of the wallet, and transactions will be reported in a separate category.
Binance distinguishes these requirements from the Travel Rule, which it said will be phased in for domestic transfers in 2027 and international transfers in 2028. On October 30, 2026, the company will begin asking users in Brazil to complete a brief risk-profile assessment. Those seeking a product with a higher risk level than their classification can confirm a risk acknowledgment before proceeding. The central bank previously said new rules on dealing with unlicensed virtual asset service providers take effect on October 1, 2026. Specific provisions on data submission take effect on January 1, 2027.
