TotalEnergies Cuts Papua LNG Cost to $14 Billion, Hands Operatorship to ExxonMobil Before Final Investment Decision

Key Facts

1TotalEnergies reduced estimated Papua LNG capital expenditure to about $14 billion after nearly $4 billion of savings since 2024.
2TotalEnergies will transfer operatorship of Papua LNG to ExxonMobil and sell a 9.1% interest while retaining 20%.
3The venture will market 2.4 million tonnes a year from Papua LNG's designed output of 5.6 million tonnes, while TotalEnergies will access 1.5 million tonnes a year under the heads of agreement.
4Papua New Guinea's government is targeting a final investment decision on Papua LNG before December 15, 2026, but the decision has not yet been announced.

TotalEnergies said on September 7, 2026, that Papua LNG had completed major contractual and commercial milestones moving it closer to a final investment decision, although the decision itself has not yet been announced.

Engineering, procurement and construction tendering is complete, with award recommendations ready for partner approval. The company said design optimization and rebidding packages to a broader group of Asian contractors generated nearly $4 billion of savings since 2024, reducing estimated capital expenditure to about $14 billion.

The partners decided to transfer operatorship of Papua LNG from TotalEnergies to ExxonMobil, which already operates PNG LNG. Alongside the transition, TotalEnergies plans to sell a 9.1% project interest to the partners in proportion to their existing holdings after Kumul Petroleum exercises its back-in right, leaving TotalEnergies with 20%.

After the interest sale and the state's back-in, ExxonMobil is expected to hold 34.1% as operator, with Santos at 21.0%, ENEOS Xplora at 2.4%, Kumul Petroleum and MRDC together at 22.5%, and TotalEnergies retaining 20%.

The milestones also include an amendment to the 2019 Gas Agreement with Papua New Guinea's government to reflect Papua LNG's updated budget and design. The government said the partners are targeting a final investment decision before December 15, 2026, a target date rather than a guaranteed outcome.

TotalEnergies and participating state entities represented by Kumul Petroleum established a venture to market 2.4 million tonnes a year from Papua LNG's designed output of 5.6 million tonnes a year. A gas offtake heads of agreement would also give TotalEnergies access to 1.5 million tonnes a year for its global portfolio.

Papua LNG is designed to develop the Elk and Antelope fields in Gulf Province through gas-processing facilities, a pipeline to the liquefaction site and liquefied-natural-gas infrastructure near Port Moresby, with output intended mainly for Asian markets. The final investment decision is the point at which partners authorize the capital commitment and proceed with execution, so the latest milestones do not mean construction has received final approval.

For investors following ExxonMobil, XOM closed at $159.47 on September 4, 2026, after trading between $159.16 and $161.48. The company's direct connection to the news is the transfer of project operatorship to ExxonMobil, not an unverified broad move in energy-sector equities.
