Foreign Bond Investment is the Treasury International Capital series, the Treasury system tracking cross-border flows, for net foreign purchases of Treasury bonds and notes. It covers long-term securities, meaning debt over 1 year old at issue, traded between United States residents and parties outside the country. Reporters are United States banks, dealers, and investors dealing directly with foreigners, and positive values mean inflow of money while negative values mean outflow. It excludes direct investment, meaning lasting ownership stakes, and cannot show true owners because records follow the counterparty account, not the final owner.
It is published monthly with about a 1.5-month lag on the 11th business day plus 0 to 3 days at 4 Washington time. Releases go live on the Treasury Press Center, and closure of Washington offices delays release with no updates during closure. Transactions can be revised for up to 24 months, with 4 releases yearly revising the past 12 months and others revising the prior 3 months. Each release comes with long-term flows, short-term holdings, custody liabilities for clients, bank liabilities, holder tables, and surveys.

One archived past release showed monthly net TIC inflow of $107.5 billion, split between private inflows of $81.4 billion and official inflows of $26.1 billion. Foreigners bought $131.6 billion of long-term United States securities, while United States residents bought $35.4 billion of foreign securities. The offsetting outflow left adjusted overall net of $96.1 billion.
Within Treasury bonds and notes, private buyers added $16.2 billion while official sellers sold $6.4 billion. Treasury bills, meaning debt under 1 year, added $6.2 billion, custody liabilities fell $38.9 billion, and banks net liabilities rose $50.3 billion.
Key point: Do not read country rows as true ownership, since securities held in another country are recorded against that account location. Also, foreign bonds means United States buying of foreign debt, the reverse flow.
