API Crude Oil Stock Change is the weekly change in United States crude stocks reported in the Weekly Statistical Bulletin (WSB), a trade survey. The publisher is the American Petroleum Institute, the national oil and gas trade association with over 600 members. It surveys refiners, terminals, pipelines and importers, covering about 90% of the industry, and estimates the rest without seasonal adjustment for calendar patterns.
It counts primary-storage crude at refineries and pipelines, including leases, oil at wells, but excluding the Strategic Petroleum Reserve, the emergency stockpile. The survey covers crude and five products with regional detail, and all figures are estimates of actual stocks and flows.
Each cycle covers one week ending on a fixed day, and release follows a fixed weekly rhythm in the afternoon. If a public holiday disrupts the schedule, release shifts by one day, and dates remain subject to change with updates on the publisher site. It reaches subscribers about 18 hours before the EIA, the government energy agency, by subscription through two authorized redistributors.
Each release shows this week, prior week and year-ago week with changes for crude, products, imports, refinery use, regional districts and supply balance. There is no weekly revision cycle, prior-year data stay unadjusted with finals in the annual, and the publisher gives no buy or sell signal.
Weekly change reflects supply additions against refinery demand and product flows.

Key point: The API number is not the official Weekly Petroleum Status Report government figure. It rarely matches EIA exactly because samples and estimation differ, creating noise, so verify against EIA monthly definitive data.
