New Year's Eve

4 questions

New Year's Eve is December 31 on Japan Exchange Group (JPX) calendars. It covers Tokyo Stock Exchange (TSE) cash equities, Osaka Exchange (OSE) and Tokyo Commodity Exchange (TOCOM) derivatives, Bank of Japan offices and administrative organs. It is a standing non-business day for TSE cash equities, with no auction sessions all day. It stays excluded from OSE and TOCOM holiday trading.

It is an annual observance every December 31 and signals open or closed status. It measures no activity, sentiment, prices or volume, and it is not a national holiday.

There is no data collection, survey, sample or release time because the date follows a standing calendar rule. TSE non-business days appear in the JPX FAQ and the domestic-stock trading rules. Scheduled derivatives holiday-trading dates for the next year appear each February, with first-half finals in June and second-half finals in December.

Tables flag each holiday Open or Not Open. Nothing is revised. December 31 and January 2 stay excluded for the time being, with no market interpretation.

Fixed closure rules define the day, since no activity is measured. Derivatives holiday trading began September 23, 2022.

  • TSE cash equities: full-day closure of cash-equity auctions. No morning (9:00 to 11:30 am) or afternoon (12:30 to 3:30 pm) sessions; order times of 8:00 am and 12:05 pm do not apply.
  • OSE and TOCOM derivatives: closed and excluded from holiday trading for the time being, so no holiday derivatives sessions occur.
  • Bank of Japan offices: Head Office, branches and local offices close within the December 31 to January 3 block.
  • National administrative organs: statutory closure December 29 to January 3 includes December 31, with no official business in principle.

A JPX notice dated February 28, 2022 listed January 2, 2023 as Not Opened and January 3, 2023 as Opened for holiday trading. It noted December 31, 2023 was a Sunday and that December 31 and January 2 stay excluded for the time being. It also left January 9, 2023 closed for JPX group-wide BCP (disaster-recovery) testing held January 7 to 9, 2023.

  1. Calendar match: Take the Gregorian calendar date; if month is 12 and day is 31, the day is New Year's Eve. Any Thursday falling on December 31 matches, so TSE closes all day and derivatives show Not Open.
  2. Weekend rule: Weekend overlap does not move or cancel it. Sunday, December 31, 2023 still counts as New Year's Eve, with no substitute shift.
  3. Effect: TSE auction sessions equal 0 for the day, and derivatives holiday-trading eligibility is excluded.
  4. No adjustment: No weighting and no seasonal adjustment apply because nothing is estimated or sampled.

Key point

December 31 is not a Japanese national holiday and carries no substitute-holiday mechanics. Under Article 2, the law defines January 1 as New Year's Day among 16 holidays with no December 31. JPX lists December 31 and January 1 to 3 apart from national holidays. Closure comes from exchange, Bank of Japan and administrative-organ calendars, not national-holiday law.
