About This Indicator

What is Balance of Trade?

Balance of Trade, known as ITGS (International Trade in Goods Statistics), equals exports minus imports for partners outside the euro area. It covers movable property, including electricity, using customs declarations for trade beyond the European Union plus monthly firm reports inside it. It is not a sample but a cut-off census from administrative records, with estimates filling gaps below reporting thresholds. It excludes services, transit goods, repairs, uncleared warehouse goods, and balance of payments measures, which track ownership rather than border crossings.

When is it released and what happens each release?

Each release covers one calendar month, dated by customs acceptance beyond the European Union and invoice tax timing inside it. Eurostat publishes results around 46 days after the reference month on dates preset in its release calendar. Each release adds Union totals, product and partner splits, cumulation from start of year to reference month, and aggregates with seasonal and calendar effects removed. Detailed inside-Union data follow with a delay, while first estimates stay open to revision for up to 2 years.

Member states deliver monthly aggregates within 40 days and detailed inside-Union records within 70 days. A separate yearly release covers the prior year. The adjusted balance ranks among Principal European Economic Indicators used to describe broad economic conditions.

What moves Balance of Trade?

Each product group moves the headline by its own exports minus imports. Primary goods often weigh on the balance while manufactured goods often support it.

  • Energy: the deficit engine, covering mineral fuels where scarce local supply forces heavy buying beyond the area.
  • Food, drink and raw materials: trade in food, beverages, tobacco, crude materials and primary inputs.
  • Chemicals, machinery and vehicles: typically the strongest surplus contributors, covering chemicals, machinery and transport equipment.
  • Other goods: a mixed group often near balance, plus a small residual for unclassified transactions.

Partners move the headline the same way, with main counterparts including the United States, China, Russia, Switzerland, Norway and Turkey. Trade with European Union states outside the euro area counts as extra-area, so area composition shapes the result.

How is Balance of Trade calculated?

  1. Collection: each member reports extra-area exports and imports at detailed product code by partner. Values come from customs records, with partner reports filling some gaps.
  1. Valuation: convert invoice sums into statistical values, FOB for exports and CIF for imports. Quantities feed volume and price measures on base 100 with weights reset each year.
  1. Euro-area total: add up member exports and imports beyond the area, counting trade with European Union states outside the euro area as extra-area. In symbols, euro-area exports equal the sum of member exports beyond the area, and likewise for imports.
  1. Balance: subtract imports from exports, so a positive result means surplus and a negative result means deficit. For example, 218.7 minus 201.9 gives 16.8, a surplus.
  1. Adjustment: remove seasonal and calendar effects with JDemetra+ software and its TRAMO-SEATS filter, with models reviewed each year. Values and volumes are adjusted while prices are not, and European totals are built from adjusted parts.
  1. Cross-check: prefer intra-Union exports over imports for totals since coverage runs higher, so read any member balance with care.

The euro-area balance is not the sum of member totals since it counts only extra-area flows. Rotterdam transit can inflate Dutch records, yet balances stay unchanged since inflows and outflows rise together. Intra-Union exports exceed imports in the records, so all member balances call for caution.
