About This Indicator

What is Core Inflation Rate YoY?

Core Inflation Rate YoY is the yearly change of the narrow euro area basket called All-items excluding energy, food, alcohol and tobacco. It belongs to the Harmonised Index of Consumer Prices, a comparable EU price index compiled by Eurostat, the EU statistics office. It tracks household monetary spending inside the area, including visitors and people in institutions, excluding residents spending abroad and business spending.

It is a pure price index of a fixed basket, not living costs, and it excludes owner-occupied housing and other non-monetary items. Eurostat states no target for it, while the ECB uses it to assess price stability against a symmetric 2% medium-term target.

When is it released and what happens each release?

Prices are collected over at least a working week near the middle of the month, longer for items that move sharply within the month. Services count in the month when use can start, not when the ticket is bought. A flash estimate appears at the end of the reference month, and full detail follows around the middle of the next month.

One full release each year arrives later to allow the annual weight update. Figures are final but revisable for errors or better data, with missing country data estimated and new members joined by chain-linking. Releases follow Luxembourg time.

What moves Core Inflation Rate YoY?

Narrow core holds two blocks, weighted by yearly spending shares that sum to 1000, with energy and food left outside. Services cover rents actually paid, transport, hospitality and communications, often the most persistent block. Non-energy industrial goods cover durable and semi-durable goods excluding energy, such as cars, clothing and appliances. Food, alcohol and tobacco and energy sit outside core because sharp moves in them can mask the underlying trend.

In one example headline inflation fell to 6.9% from 8.5% as energy collapsed to -0.9% from 13.7%. Food, alcohol and tobacco ran at 15.4%, non-energy industrial goods at 6.6% and services at 5.0%. Narrow core rose to 5.7% from 5.6% and also rose 1.3% on the month, showing headline and core can diverge. Food added 3.12 percentage points, services 2.10, goods 1.71 and energy -0.05.

How is Core Inflation Rate YoY calculated?

Teams sample outlets, regions and product groups each month, adjust replacements for quality and estimate gaps for at most two months. Elementary aggregates combine raw prices as ratios of geometric means or ratios of arithmetic means, with relatives of prices used only in exceptional cases. Lower indices are averaged with prior-year spending shares revalued at year-end prices, so services weigh most. Each year-end links to the next year, and the long series uses a common base.

The euro-area aggregate averages each member change since year-end with country spending shares, chaining new members in at entry. Annual inflation is the index versus 12 months earlier as a percent, and monthly inflation is versus the previous month. Weights sum to 1000, and component contributions sum to headline within rounding, without seasonal adjustment. For example, if the core index moves from 112.4 to 118.8, the rate is 5.7%.

Key point: Core is not living costs and excludes house prices and energy bills by design to reveal the trend.
